Introduction

 
In 1901, during the Meiji era of the Japanese occupation, owing to the construction of the Western Line of the North-South Railroad, the Xinying Station was set up. It was the gateway for the numerous adjacent towns and townships. In 1916, the North-South highway was completed and accordingly Xinying acquired a further advantageous stance for being situated in the main trunk of transportation.

At that time, many industries prospered, such as sugar production, pharmaceutical companies, paper-making industry, flour-milling as well as alcohol-distilling processing.

The foundation of Xinyings later development was thus laid down and propelled Xinying forward as the transportation commercial and financial center for south Tainan and north Jiayi.

The origin of the toponym "Xinying" has something to do with Koxingas reclamation in Taiwan. Konxinga once ordered his army to excavate land here and established a manor called Xinying village .

The word Xinying (new camp) was formed as a contrast to Jiouying old camp, which is also called Guye, bearing the meaning of new colony.

It was not until the Japanese occupation that Xinying could launch a program of development thanks to its transportation foundation.
Around 1920, the Xinying County consisted of Baihe , Dongshan , Houbi , Yanshuei and Liouying.

It brought about the prosperity for Xinying for six decades from the 1910s to the 1970s.

After the end of World War II, Xinying was given the status as a town in administrative hierarchy and subsequently elevated in status to a city in 1981.

In consequence, Xinying became the center of political, economical, cultural, and educational affairs of Tainan County.

There are many public establishments in Xinying, including County Hall, County Council, and departmental offices such as County Cultural Center, County Bureau of Environmental Protection, County Bureau of Public Health, as well as County Police Bureau, etc.
 
On September 1st, 2009, the Ministry of Interior announced the "Tainan County City Merger and Restructuring Plan". On December 25th, 2010, Tainan County and Tainan City were officially merged into "Tainan City", while Xinying City was restructured as Xinying District, Tainan City.
